Wirral Respite Care update

  • Do you know what is about to happen?

  • Did you know that Wirral Council propose to withdraw the provision of permanent care for older people?

  • Did you know that Wirral Council propose to Close 3 Homes?

  • Did you know that three sites will become available for redevelopment?

  • Did you know that Mendell Lodge, Bromborough is to be closed?

  • Did you know that older people who are citizens of Wirral will no longer have the choice of living permanently in Council run residential care?

  • Did you know that Wirral Council having closed Care Homes will not have the resources to provide Respite Care?

  • Did you know that with the increased cost most families in need of respite care will not be able to afford that cost?

  • Did you  know that the provision for providing Care for the elderly on the Wirral is woefully under- funded and that as the need increases the funding is going to reduce even further?

  • Are you happy with this state of affairs?

  • If this is something that you care about, then contact your local councillor ask them how they voted regarding these cuts and closures.

Agenda Item 27 - SOCIAL CARE AND INCLUSION: PROVISION FOR THE FUTURE - AN OVERVIEW OF THE DIRECTION FOR CARE SERVICES
Summary:

This report seeks to inform Members of the current range of provision within the Care Services Division and proposes a three year phased programme of developments to meet the changing demands of the market, and address the condition of the capital stock. This is a key decision which was first identified in the Forward Plan dated 1st June 2006.
Recommendation:

That

(1) the Strategy set out in Section 4 and 5 of this report be endorsed;

(2) a Consultation process be commenced;

(3) officers continue to explore the maximisation of the Prudential Borrowing opportunities;

(4) Council be recommended that an additional budget saving of £400,000 as a consequence of the capital strategy (para 7.1.2);

(5) the approved 2007-08 saving of £230,000 be bridged to 2008-09 and the additional £400,000 saving to 2009-10; and

(6) Council be recommended that an additional budget saving of £400,000 be approved as a result of changes in the delivery of domiciliary care (para 7.2.1).

Item 3 - SOCIAL CARE AND INCLUSION: JOINT INSPECTION OF OLDER PEOPLE'S SERVICES IN WIRRAL
Summary:

An inspection team from CSCI and the Healthcare Commission carried out an inspection of Older People’s services in Wirral in February 2007. The aim was to find out how well the council and primary care trust were meeting the needs of older people. The final report of that inspection contains a number of recommendations for improvement and is to be presented to cabinet on 10th July together with an action plan produced in response. The report will be made public after its presentation to cabinet and is under embargo until then.
Recommendation:

That

(1) the report of the Joint Inspection of Services for Older People in Wirral and the opportunities it presents to continue improving services for Older People in Wirral be accepted; and

(2) the Action Plan to implement the Inspection Recommendations be agreed.

Item 4 - SOCIAL CARE AND INCLUSION: CAPITAL GRANT FOR IMPROVING THE CARE HOME ENVIRONMENT FOR OLDER PEOPLE 2007/2008
Summary:

The Department of Health has made available a grant to Local Authorities for Improving the Care Home Environment for Older People. The Grant is available for public, private and voluntary homes where the majority of places are for Older People. It aims to improve quality through improving the physical environment and must be spent during 2007/08. Wirral’s allocation is £890,000 and a distribution proposal, agreed by representatives of the voluntary sector, Wirral PCT and DASS, was submitted to the Department of Health on 28th March. 10% of the total sum is to be retained by Wirral council for administration and contingencies. Notification that Wirral’s plans had been accepted was received on 30th May.

Recommendation:

That the arrangements made for distributing the capital improvement grant in Wirral be approved.

Item 5 - SOCIAL CARE & INCLUSION: CHANGES TO RESIDENTIAL PROVISION FOR OLDER PEOPLE AND ADULTS WITH MENTAL HEALTH NEEDS
Summary:

This report gives the detail of how the Department proposes to implement the decision taken by Cabinet on 24 January 2007, regarding the changes to residential provision for older people with mental health needs.

It also informs Members of the results of the consultation with people who use the services and their carers.

Members are asked to agree to the proposals contained in the recommendations of this report. This is a key decision which was first identified in the Forward Plan dated 1st May 2007.
Recommendation:

That

(1) the respite service for older people with EMI needs be relocated to the Meadowcroft building within the time scales proposed;

(2) the respite service for adults with Mental Health needs be relocated to the Fernleigh building, and that the service be extended to older people with functional EMI needs within the time scales proposed;

(3) Poulton House be extended in line with Phase 1 plans within the timescales proposed;

(4) Mendell Lodge be closed within the timescales proposed;

(5) Feltree be closed within the timescale proposed;

(6) the Rosewarne building be closed within the timescales proposed; and

(7) those people for whom the Council currently provides permanent care in these services be helped to find alternative accommodation within the timescales proposed.
